The index favors continuity over novelty: one source of truth for public research metadata, lifecycle state, reading time, discipline, and publication format.
Institutional lifecycle
Preserve the state, not just the file.
Knowledge moves through Draft, Active, Published, and Archived states. Only Published and Archived records belong in the public Estate; unfinished work remains internal until it crosses the publication threshold.
Active
Work under active development, review, or application before publication.
Published
Approved work enters the canonical Library and becomes part of the public record.
Archived
A superseded or historical work remains preserved with its status made explicit.
Collection standard
The archive grows by publication, not by promise.
The Library does not manufacture empty shelves. There are currently 0 archived public records; a dedicated Archives room should appear only when a genuine historical body of work exists to preserve and interpret.
Canonical
Public metadata should resolve to one maintained source rather than drift between pages, archives, and operating views.
Connected
Published knowledge should remain linked to the research, decisions, institutions, and later work it helps inform.
Durable
The standard is not content volume. It is whether a future reader can understand what was published, when, in what state, and why it mattered.
